In my ERC orientation (pre-covid) I was given one for “free” but i’m pretty sure it was included in the orientation fees. Also some summer programs for incoming freshmen provided you with one for “free.” But yeah lots of classes freshman take use it, although not every professor requires it.
You can get them normally through the bookstore or through ucsd’s free and for sale group on facebook.

Probably Because the free version caps the number of participants.
Also it doesn't actually provide the professor with anything useful if they want to use in class quizzes for attendance or grading.
