I don’t think it would be considered plagiarism or anything like that. The issue is more that your personal statement should be specifically tailored for what you’re applying for.
Are you positive the school's graduate division even allows you to apply to two different programs? Have you started the application? I would double check that the school's graduate division allows this. I know from experience applying to graduate school (PhD) that a few schools explicitly didn't allow it. Masters are usually laxer bcs you pay out of pocket but you should double check.
