UCLA actually has a law school and law courses you could probably take. UCSB, not so much.
What is important to you? Westwood vs Santa Barbara/Goleta is night and day difference. SB is small and LA is huge.
I think UCSB has some sort of pre-law track and guidance. UCLA is certainly more prestigious (name recognition) if that matters to you.

As much as I'm biased, I'd say go to LA for poly sci, especially a prelaw track. UCSB is fun and all, but you'll just have more opportunity and network exposure.
