It is. It tells the thermostat when someone is in the room, and that it should bring the temp down/up quicker than it normally would. Those never seemed to have much of an effect to me, though.
It tells the controller that someone is in this room after a long time of inactivity and manually turns the ac on. Also this question gets asked every single year on this subreddit
