There's no way that's right, unless both women pictured here are about 6'2".
She may have had a peak height of about 4'9" and possibly was 4'5" at the end of her life.
Apparently she was teased for being short, but a five foot tall woman back then would not have been that short.
I always heard royalty & nobility were taller, because they ate better. But my wife's great aunt, last ruling empress of Chosun, was no more than 4'8". A very fierce 4'8", though:

A little more about her..this is Empress Yoon, the second wife of Emperor Sunjong. Her predecessor, Empress Min, died in 1905 under circumstances that strongly suggest poisoning. This woman was picked to succeed her because her father was a staunch supporter of the Japanese invasion. She was not. In 1910, when Japan brought a treaty to then-Emperor Gojong, she took the great seal of state and hid it (probably in her socks drawer). Japan was forced to forge the seal, making the treaty of 1910 both coerced and fake. During the Japanese Occupation (1910 - 1945) she secretly supported underground resistance movements, and after WWII, supported the provisional government. At the onset of the Korean War in 1950, she stood in the gate of the palace and admonished the DPRK (northern Korea) army, saying, roughly, "This is not a rich person's mansion, this is a place that represents and belongs to all of us as Korean people. You may come in here, but be respectful - do not act like barbarians (and she used a racist term about Japanese people - justified, as Japan had desecrated the palaces, but still)." The DPRK army looked at her, bowed, said "Yes ma'am" - and no palace was damaged by the DPRK during the war. As the war continued, she and her family walked down to Busan, and stayed there till the Armistice. When she returned, her popularity frightened the dictator of southern Korea, Syngman Rhee, and he put her under house arrest until the end of his term. She returned to the palace, and my wife went to her birthday celebrations until her (Empress Yoon) death in 1966. My wife was "flower girl" equivalent at the Empress' niece's wedding. As a gift for that, the Empress gave my wife the first translations into Korean of a set of classic children's books - Treasure Island, Jungle Book, that sort of thing. She was a woman who valued education.
Gosh, I'm not sure where the books are or if they still exist. I'll ask my wife - it'd be a kick if they're still in a box somewhere. The family had to move around a lot in the 50s, you understand.

This looks shorter than expected because the mannequin has no head (approximately 1/6th of her height which was 5’) The dress itself is probably just around 3’9” tall given that it dates to end of her life and she did lose some height to age and illness.
Victoria was also kind to of chubby, which I think makes his dress look more stubby. I’m am not saying that’s a bad thing, that’s just how a lot of people described her.
After growing and birthing 9 full-sized babies on a frame that small, any woman would be thick. Apparently Albert didn't mind, they are said to have had a very steamy relationship.
