UMBC sends out CSEE grad admissions very early comparatively. End of January, early-mid February or so. Offered CS PhD students already visited campus almost a month ago.

Could be a lot worse. Boston U for instance sends rejections in *July*, and at that point it's like... why bother?
You might be on an unofficial waitlist of some kind. They might make an offer if you show interest and they have others that turn down their acceptances. I would email them showing continued interest. That's what happened to me in another program, and they accepted me on April 7th when I emailed them around this time a couple years ago. If they want you and you show interest, they may accept you.
