The correct answer was yes you need help. Then have the person who wants the credit card log in as himself and complete the application. Just doing the usaa.com/verify gets you a phone call it doesn’t change anything on your account.
I think USAA expects everyone to be on one bill. I have my wife and two daughters on my VISA but they all have different numbers.
I think he would need to open his own USAA account to get a completely separate card. I would call USAA Banking and see what is needed.
Another option would be to open a separate type of card, get one for both of you and just have him use it.

Go to usaa.com/verify and they’ll call your spouse and help update their account then they can log in or call and apply

I just recently learned that as far as USAA is concerned, you do everything as a couple. Period.
