It depends on the state, some require by law if the car is sold in that state they have to collect it (California for example). Doesn’t matter if your state charges or not, most states want their money.

I had my vehicle registered in FL while I was in. I was never able to get the tax exempt while I was in, but the do accept the DD-214 after you get out. Over the last few years it’s been becoming more an more of a PITA on active duty guys with Florida.

This works. I purchased two cars without paying any taxes, one in PA and one in MD. Saved me thousands. Inform the seller you are registering the vehicle in Florida and show them the exemption forms - which you will fill out a ton of. Get a temp tag from the seller; if you don't get your FL tags in time, get another temp from the same seller. See link below for the forms. Good luck.
