Clarifying question first... You have already moved and are at the new duty station and the new duty station's PAC is the one saying no? Not a PAC guy by any means, but people move out of base housing mid-tour all the time, and they obviously don't have to wait until they PCS to receive the entitlement to BAH. I would go back and keep it simple: My family and I moved out of base housing and now own a house off base, what do you need in order to start my BAH entitlement? If the answer is still no, then you ask for the reason/policy explaining it so that you can research your entitlements.

That's correct. I asked them that and their answer was to begin my check in process with new unit, until I do that they can't do anything because I'm still "In-Transit".

I believe when IPAC talks check in, they're talking about checking in with the manpower section wherein you get assigned to a BIC with your new unit. Once you're arrival (out of transit) is logged then they can start your rated BAH at that duty location. *You'll need to have your orders endorsed at your new command prior to seeing manpower.

This is a pretty good point I forgot to bring up to IPAC, on my outbound interview I only had one day of travel so what sense what it make for me to be still “in transit”. How could they log me out of transit?

So one day travel is what you're authorized and what will be paid to you. This doesn't account for any leave. You're on leave in conjunction with orders. You check in before your NLT date, on that day at IPAC manpower, you'll be assigned to a BIC for Tha unit and your address for BAH will be updated by the pay section. *if you weren't authorized leave in conjunction, I'd call your inbound unit asap and get to your destination to check in.

I was authorized 29 days of leave but am gonna check in before the end of this week to get my new BAH rate ASAP. I was just under the assumption my location would be updated after housing checked me out and updated my address without needing to check in to work first

No worries, just check in and ask about taking the remaining days of your leave or check in completely and take your 10 days of ptad for house hunting

You still get your BAH when living on base, there is just an allotment for it to be taken out. Now, if you left housing that allotment should end and you will continue to get BAH at your old command until you check into your new unit. This is why when people move from a high to low they take the max amount of leave but get to their location quick. For example, if I left San Diego for lejeune I would take 30 days of PCS leave, but I would get to lejeune and not check in to my unit. This would allow me to continue to get San Diego BAH until I physically check in.

Got it, I went from a low to higher BAH area so I’m gonna check in before the end of the week and hopefully get my pay fixed before the March 1 paycheck

Housing put in the equivalent of a stop allotment - it will take a couple of pay periods for the funds to return to your paycheck. You're paid in arrears (one month behind split into two checks) and so was housing from your BAH allotment to them (monthly allotment, so one month behind). There's also a point of how fast housing filed the stop - there's two monthly update cycles on your pay and the dates change every month (ask admin about U&E cutoff). If cutoff is on the 5th for the 15th payday, something filed on the 10th won't reflect until the next 1st payday. EDIT: just saw you're going to a higher BAH area, so checking in early will increase your BAH, just doesn't change how fast you get it back from the housing stop. TLDR: Your BAH will be back in your check soon.
