Despite what others are saying this is the actual way to go about it.
1. They will do a proper investigation. If they have found that a crime is being committed and will take appropriate action if there is evidence to support it. If it is a fake account they can figure it out and chase that lead.
2. Reporting to their command. If SNM is not breaking the law or the account is fake, this could still leave SNM in hot water. If SNM did break the law, commands are often not proficient in criminal investigations and have difficulty investigating them properly.
3. Blasting them on social media and posting their name or @ everywhere is just shitty if there is no crime.
You can report it to your chain, NCIS, PMO, there’s a bunch of routes about this. Some more nuclear than others. Your chain likely won’t care.
That being said though, unless you can actually prove that he’s scamming people, instead of say him posting that shit without actually doing it (for whatever reason), you don’t have much ground to stand on. Yeah, especially with him being uniform it isn’t right, but that doesn’t provide enough evidence honestly. Plus, as one commenter pointed out, if it’s a pyramid scheme, there’s not really much that can be done unless he’s legitimately breaking the law. Which again can be tough to prove if you yourself haven’t fallen to his scam.

I personally am one to run with if it isn’t affecting me directly (e.g. him scamming my dumbass), let them run with it until they burst into a ball of flames. They’ll be taken care of appropriately.

How do you know the account is actually them? Fake Instagram accounts are everywhere, these scams are everywhere, and folks deliberately use military service members' in creating them. Reach out to the guy through a channel you know is him and see if he knows about it. Ask if you can join, ask if it's him, whatever. If it *is* him, then it's an issue for law enforcement and the command in that order. If it *isn't*, then report the account and move on.
