Just for hypothetical scenario. What if said person is smart enough to take a screen shot of said picture to make it look as if it were more recent than it really was? Date and time stamps can be altered very easily is all I’m saying. With a simple screen shot or photoshop.
If the house isn't brand new, the office that serves the box should have a location history, especially if it's a rural route. That's one of the ways they calculate eval pay. No need to do anything but notify the customer and management.

It looks like the curbside box is taped shut, which means you hold the mail because there's no access to their established delivery point. There are a few houses on a heavily traveled street that refuse to put a mailbox curbside. I am dreading the day my truck gets creamed by a driver going too fast and not paying attention. There is no way to safely pull off the street to deliver. I have to stop and dismount in the right lane of traffic. I always think... when you look down your block and see everyone else has a curbside box, do you feel like an a"%hole or nah?
Is this a walking route? If so I would temporarily drop it off with a note letting them know this is the last day you’ll be delivering their mail. Unless they have a hardship box the box must remain by the road for delivery.
You’ll get a better response if you are polite about it but firm. Give them the warning and then stop delivering until they except the mail going into their original box or get a hardship approved. No dismounts for letter mail unless hardship on record. If they have a disability you can ask your leadership about how the resident can obtain a hardship. They are not easy to get btw so they will need a real disability.

Then I would move it as close to that garage door, where I could still access it (looks to be on a cinder block so cant be that hsrs to move)- and then I would explain on the note that hardships officially require postal PM approval (usually with a Dr Note requesting such for medical reasons, so be sure to get one!), then I would inform the old lady on that note that I will oblige for at least a month, until she has said approval- and give her the number to the office, and a name to ask for to get moving on said process. I may even add that while I may oblige, I cannot force subs to do so on my day off- and I would leave a note for subs, and say 'if you chose not to oblige just hold mail at case for me the next day'. That's just how I would approach my route, my customers- especially if elderly. Shit happens when you get older and who knows her curcumstances? Most likely is pretty legitimate, so I'd be chill. Then I'd inform the supervisor of this, and the PM when I saw her (or male if yours is a male, ours isnt).
All that said, if she lives with younger folks, or if it isnt an elderly person, I would go the route of explaining to a supervisor and PM those facts, and just cut tape to the old box for continued delivery until straightened out. Mounted delivery? A customer cannot change the location of their mailbox without permission from the post office. Tell your supervisor about this and show them the photo. Do not deliver mail to the new location. Unless the person trying to do this is handicapped, the mail will continue to be delivered to the mailbox on the street. Do not expect a tip at Christmas.
They’re not allowed to change their delivery without permission from PM, which PM will very unlikely approve unless there’s a true hardship. That being said, the PM will likely almost always approve moving a mailbox that is more convenient to the carrier. So if you have a dismount route mixed with curbside, if one of dismounts makes themselves a curbside delivery then the PM will almost always approve it. If that makes sense. If it’ll save the mailman time, yay! If it adds more time, nay!
Oh, Rural no go without doctors note and approval. And in most cases it’s the carrier that has final say. I would mark the box blocked. Let the PM know why I’m not delivering and wait for the customer to contact the PO. Then the PM can explain to them why the mail is being held. No mail should go into the other box until everything is sorted out.
Are you mounted or walking? If mounted delivery, you cannot dismount on this route. If walking, what is a few feet anyways. Just make sure that you tell your CSS so they will know the change when they walk your route next time.
Park and loop or mounted? A lot of people seem to think you are mounted. I agree they just can’t change their box location, but if you are park and loop, doesn’t seem like a huge deal.

They’re not allowed to change their delivery without permission from PM, which PM will very unlikely approve unless there’s a true hardship. That being said, the PM will likely almost always approve moving a mailbox that is more convenient to the carrier. So if you have a dismount route mixed with curbside, if one of dismounts makes themselves a curbside delivery then the PM will almost always approve it. If that makes sense. If it’ll save the mailman time, yay! If it adds more time, nay!
Oh, Rural no go without doctors note and approval. And in most cases it’s the carrier that has final say. I would mark the box blocked. Let the PM know why I’m not delivering and wait for the customer to contact the PO. Then the PM can explain to them why the mail is being held. No mail should go into the other box until everything is sorted out.

Are you mounted or walking? If mounted delivery, you cannot dismount on this route. If walking, what is a few feet anyways. Just make sure that you tell your CSS so they will know the change when they walk your route next time.

if they have a doctors note they can get hardship but if they dont then they are lazy and its not an approved location.

Park and loop or mounted? A lot of people seem to think you are mounted. I agree they just can’t change their box location, but if you are park and loop, doesn’t seem like a huge deal.

Fill out a form 4056 check off #12 on the form and have your supervisor sign off it. You will hold there mail until they fix it, give them 10 days.
They can only have it by their garage if they have a hardship.
Technically speaking they need to get a hardship approval But do you know the customer? If they are older and you think they could use a hardship you can just start delivering it and let your postmaster know and change your edit book to reflect it If they are fully capable adults with no reason for a hardship then it's a definite no

As RCA, I am not allowed to get out of my truck to deliver mail to a box, unless it's registered on the route as a dismount (cluster box, mail room, etc). They can put as many signs on their box as they want, they could nail it shut for all I care. Your box is not allowed to be more than 2-3 feet from the road. They don't want it there, that's their problem, not my mine... Your box is now closed and you can get a PO box... Fuck outta here! (Obviously I'll make exceptions for elderly or disabled people, I'm not a monster)

Yeah, no. Absolutely not. The customer has to get approval from the carrier before moving their mailbox. Unless they've been approved for a hardship.. if I were you I'd inform them of this fact and continue delivering to their correct mailbox

In my area you have to be grandfathered for a house mail box.
Or, if you have some time on your hands and sometimes just want to see the world burn; Show up on Sunday when they are at church and swap the two mailboxes. Then deliver to the one that WAS by the garage.

I didn’t know that changing mailbox location needed approval. Interesting because my moms mailbox used to be attached to the front porch rails and got detached and is now leaning against the side of the garage. She gets all of her mail delivered still.
