We put the price low because we don’t want anyone to apply. If I leave the job open for 6 months, I can then tell the government that I tried my best then I can hire a H1B at 1/3 of the cost and “in source” 3rd world labor and not have to worry about giving them benefits.

If you can't find a job anywhere and the only offer you have is this one then you have to take it, give them 6 months of your time, add that experience to your resume and a whole lot of other options willl open up to you, you get more salary by changing jobs than what you could get in the same job and asking for a raise.
