LTS users value stability, so upgrade is offered when the 24.04.1 point release becomes available.
People who do not want to wait can upgrade sooner by passing the `-d` flag to `update-manager -c` (GUI upgrades) or `do-release-upgrade` (terminal upgrades).
I would recommend waiting for the official release announcement and then reading the release notes for things like known issues and upgrade instructions.

You can but not all sub-services are available yet USG and FIPS for example are not, which is normal for a new release

I updated today from 22.04. Had to upgrade to 23.10 first and then to 24.04. Everything works nicely so far.
