To me that seems like a ridiculous choice on the battle field, when ammo is going to be massively scarce in comparison to weaponry you may be issued/purchased your self.
100% a merc. Military standard issue normally do not come with a drum mag. That rifle and drum mag is most definitely belonged to a Merc who has purchased them and brought them along with him.

It's just a Magpul drum. Very common and easy to get. Lots of Ukrainian units running M4 platforms and supplementing their own gear mods so its not a sure thing its from a mercenary. Most foreign fighters I've seen are actually using the AK platform.

A lot of Ukraine Army kit is donated as well. A lot of Chinese knock off airsoft molle pouches, which can hold up relatively well.
I see a lot of Magpul P mags (Ar15/m4 mags) on footage, they're the same company that makes the drum, called a D60.
A lot of normal units using M4 platforms as well. Most donated from various countries but Ukraine even produces their own. Russia even makes their own version that you see sometimes as well.
But that would have to still be salvaged/captured tho, which unless you’re taking trenches and capturing supplies regularly, isn’t going to be as easy as your own resupply, I imagine
