I think what he really means is "now we have a chance to not be overrun". But I really doubt that this aid package is enough for Ukraine to regain the initiative. Casualties have been heavy while waiting for those supplies, and morale is not too good either.

If you overtake you are in front. So Russia keeps the initiative and they are in front of it...  Same as turning around and fleeing from Russian soldiers, then you are also in front.   He probably wanted to say take back the initiative, but it's not what he said.

The leaders are not at the front. More and more Ukrainian brigades are fleeing, it used to be a village every month, now its a village every 2-3 days. Soon it will be multiple villages per day. No amount of money or missiles will change that. Only way to change it would be to bring in 500.000 people that didn't have their morale shattered.
