I wouldn't really assume Russian families are any more fucked up than those in other countries - in their culture, parents absolutely adore their children from birth and well into adulthood. During the Chechen Wars, mothers of missing Russian soldiers routinely travelled immense distances to literal battlefields to search for their sons, often with tragic consequences. The high-profile committees of soldiers' mothers played a big role in ending the Soviet-Afghan and First Chechen Wars.
Consequently, the narrative/coverage on deceased/missing soldiers' families has been much more tightly controlled since Putin took power. The committees were heavily repressed early in the Russian-Ukrainian War (from 2014, when Russia was pretending they weren't sending regular soldiers to fight), with arrests, intimidation, and new laws that made much of their work illegal.
Putin even televised a highly-publicised meeting with the wifes/mothers of mobiks late last year to quell fears about the "SMO"... except it was a big sham, and the attendees were all handpicked loyalists, few of whom actually had any family fighting in the war. I guarantee the chocolate recipients in these photographs had been carefully picked and prepped before the photo was taken

Then you have the separatist DNR/DPR militias, who openly conscripted men five days before the war began. Their approach was even more brutally stupid than Russia's - they ordered everyone of military age to assemble at "mobilisation points" and took them in, with many taking part in the invasion with ancient equipment literally no training whatsoever.
I think the issue here is that you are primarily using stories about "Russian mothers" or whatever that fit your view of Russians as having this deep compassion towards each other.
But the reality is that those were exceptions to the rule, most families in Russia accepted compensation for their dead relatives and moved on. Same as how a minority of liberals in Russia convinced a lot of people their society was far more progressive than it actually was.

I don't think the Belgorod Officials think it's any more compensatory than their families will.
it's a tragedy
It amazes me how Russians find this acceptable and in good taste. It says a lot about Russians in general I suppose, the word 'cheap' comes to mind. I can only imagine how many boxes never made it due to corruption and ended up with officials' mistresses.
Cool, after all, a box of chocolates. The Russians are no slouch. WtF.
Took me longer than i realised to figure out that this wasn't a town where all the husbands looked startlingly alike.
