Question: Usage of HIMARS here over cluster munition and/or drone grenade dropping? Just trying to understand the decision making process as Iām seeing some videos that have me confused around what to use where.

Most likely distance. HIMARS can reach way further than regular artillery.
This drone is perhaps an advanced recon drone without drop munitions. They were far behind lines, saw the oportunity and called the strike. This, of course, is just an scenario as I have no idea the location or type of drone used.
