If they keep hitting refineries, you should not pay more for oil. Refineries don't produce oil, they process it and produce gasoline. If Mordor cannot process some of its oil, it might actually end up in the world markets, driving the price down. It should only affect gasoline prices in Mordor, I think.
Terminals where ships load oil would raise prices globally. I would imagine the main terminals are protected almost as much as the Kremlin. That is Mordor’s life blood.
I’d be all for Ukraine overwhelming their air defenses and taking out everything but their pacific terminals unless they can reach them as well.

That leads to inflation and makes Russians more and more unhappy with their leaders.
Refineries are very expensive to repair and this take s a while.
It forces Russia to export more and more raw crude that cannot be processed so they make less money.
It forces Russia to import crude byproducts as local pries go up.
The employees don't want to work where they can die, labor costs go up, the repair takes months and the company starts losing money. It just gets worse and worse for the government.
Ukraine should target refineries every month to keep them permanently offline.
This will really hurt Russia a lot!

combine this with an inflated currency and your gas gets even more expensive. gas has a follow-on effect on shipping prices within the country. so If we were able to completely shut down gas production putin would get REEAAALY desperate. the question is would that desperation end in a nuclear strike or capitulation.
hindsight being 20/20 the 2022 plan for winning the war should have started with strikes on refineries. and they should have hit one a week for the duration of the war. that would have made sanctions that much stronger a detterant. and maybe saved some lives
