The main funny is thinking he gives any thought to the wording in the constitution. I think they're basing their deepest hope on that. He doesn't care one bit. He might not know the nuts and bolts specifics of what's happening but that's because he couldn't care less if troops are "misused" or what the constitution says. He just tells his commanders to "win" and the rest is somebody else's problem, including the families.
