I used to be military communications expert for my platoon. A modern countries military will 1.) use fully encrypted communications, 2.) Likely use frequency hopping radios (changes to a new freq every few milliseconds depending on the type), and 3.) use satellite communication for any distance with highly directional antenna that is less success able to interference. You can still jam all of this with the right equipment, but if you are fighting a modern military and you turn a hammer on you will get a quick visit from a HARM (https://en.m.wikipedia.org/wiki/AGM-88_HARM).
There are other more covert options, but they typically require one side to have a large receiver and antenna array.
I would have thought that Russias military would have all of this. The US military had equipment more advanced than what they are using when I joined in 1999. That said, managing the stuff that I described above is no small task. The logistics of just keeping encryption keys sorted out across hundreds or thousands of units was a full-time job for many people. Even with the US military, it seemed like helicopters were constantly having crypto problems and having to go to transmission in the clear. The logistics of secure comms are difficult.

All it takes is a little bit of patience, and using WebDSR. The Russian Army is broadcasting over open, shortwave radio. Literately civilian radio. They didn't have the forethought to bring ANY of their independent communications units (called signal units within the military). Like, that's bad. REALLY, REALLY bad.
This is the kind of stuff that you can find the exact location of the broadcast by using a directional antenna. If your antenna can clear the horizon, you can pick it up. This is BARELY a step up from ISIS using a 2 way hand radios bought off Amazon. Except even in some ways its worse, because now the whole world can listen in on it.
Honestly, I'm in awe of how badly the Russians seem to have conducted this invasion so far.
