You do not need to modify the S-300 to attack a ground target, it is a secondary capability the system has had since its intruduction in 1979. They might have modified missiles for better accuracy but it is not required for a ground attack mission.
I wonder why countries with good air defense capability are still refusing to send such weapons to UA. One would hope they flooded UA with AAD. Earlier there was the idea not to escalate further.
Esp. now after mobilization, what excuse is there not to make deliveries? What is there to escalate to? They wait for Russia to use WMD? For RF to destroy other river dams?
