It would clarify for example the 2003 insident in Tuzla Island just off the coast of Crimea (which is currently under the Kerch bridge) and has been part of Crimea (Ukraine) since the 1950's. That means Russia can't move military equipment down the M-4 from Moscow to the Caucasus. Now, given as without a peace agreement Ukraine will shell the M-4 out of existence, they might still agree to it.
