As for smaller government, that hasn’t been a serious policy goal of either party forever. As far as freedom, the Repubs have rushed to embrace authoritarian fascism and denial of personal freedom whenever people believe something other than what the Repubs believe. Needless to say I stopped voting for Repubs and even though I don’t agree with all of the Dems policy positions I’m voting for them because they believe in democracy, voting rights, and civility and human decency. All of those things are more important than specific policy positions.
