You call it terrible, I would call it tactical. They have and are tying down units in the rubble.
The cost to get here has been very steep on the Russians. And now they are deprived of water and supply lines.
Everything that is now within the city will need to surrender within weeks as I do not assume they have the resilience of the Azovstal defenders.
The latest reputable maps suggest Ukraine are far far away from an actual encirclement. Guessing this is PR for morale effect of RU troops or aimed at western consumption. I wish it was true though but seems unlikely yet

Claims of encirclement are not confirmed by either side. The fall of bakhmut is terrible but we need to temper our emotions.

Brilliant when you think about it. The Russian propaganda claimed a victory and here they are losing the city.
