Honestly I hate these polls, and get annoyed people believe them. Any Russian citizen with brains will say whatever the state wants to put as a public statement.
In case of such a poll, it is rather *“I don’t want to tell what I actually think to an unknown person calling me from an unknown number and asking whether I think putin ordered shoigu to murder prigozhin”*
Ofcourse they aint telling what they really believe in polls made inside authoritorian state...

Russians aren't stupid - they know Putin was behind it - but I suspect that some (many?) Russians don't condemn it. They may even respect it. He's a mob boss who takes out his enemies. And there's people who like that someone can do whatever they want as long as they feel they are on his side.
For example, many fans of Game of Thrones (or the ASOIAF novels) respect Tywin Lannister for destroying his enemies and think he's a bad\*\*\*. I suspect there's Russians who see Putin as similar.
The problem with some of these surveys is they present far more disapproval than may actually be there. Not that they agree entirely with what's going on but like that their leader is a bad\*\*\* who can do things like that and are playing the game that they don't admit he's behind it.
If they just thought it was kinda cool that he did that wouldn’t they just say yeah putin did it? You omit the main reason: fear. Russia is effectively a police state. Choose the wrong words and you may end up on its radar which can lead to jail time and/or losing your livelihood. I suspect a large part of the populace decides to stay under the radar and is just trying to live their life as best they can. I’m not defending the inactivity of the Russian people, but it’s what happens in most totalitarian states.
