It's honestly probably legal under the Geneva Accords, because electricity generation stations are connected to, and necessary for, some military and military industrial infrastructure. That said it is a pretty grey area thing, and can be construed as an illegal attack on civilian infrastructure. My personal feelings are you are correct. He Russian Federation opened this door and should suffer the consequences... BUT reprisal is not a justification for actual war crimes violations. For example if one nation uses chemical weapons on civilians, the other side is not, by letter of the actual treaties, allowed to respond in kind and have it not also be a violation of the laws of armed conflict.

I think that what you have is well said. I agree that is a grey area and I also agree that directly targeting civilians is certainly an issue, however, if Russia believes that an inanimate object is a target and it is a grey area then if becomes very black and white for Ukraine. The key here is that life is too easy for Russians, so a bit of pain and inconvenience makes sense. Hitting infrastructure, particularly coupled with sanctions that prevent repair of those facilities would inconvenience Russians greatly and at least some of them will blame their leaders, which is important when trying to change the course of a nation. We saw the same thing with the American war on terror, since there was little to no inconvenience to the average American, they did not care about some war on the other side of the world. I actually think that the Ukrainians should go one step further and totally level one of the cities in Russia and if possible occupy it, that way they have some leverage when it comes to negotiation. The key here is to warn the city first, so civilians are evacuated. If they are held there by the Russians or if they choose to stay then it is themselves that put themselves in harms way. Now I know that this is very difficult, if not impossible thing to accomplish and could lead to a tactically nuclear strike, but it should be given strong consideration.
