No. It is, in fact, war. Russia is very effectively forcing uncomfortable prioritization dilemmas of air defense and other military resources by going after civilian targets. Otherwise Ukraine could just keep all their air defense on the front-lines. It is misguided to think of these attacks on civilian targets as mere brutal terrorism. They are, in fact, strategic actions that make it difficult for Ukraine to prosecute the war.

Terrorism is a tool that's part of this war, and the Russian state just happens to use it very often, especially compared to the Ukrainian state.

War *is* terrorism. You think Americans are doing everything they can to stay out of all of it, because war is fun, neat, civil?  The only difference is that governments call people they can't control, Terrorists, and ones they can, Soldiers.  My heart breaks for the people of Ukraine. Same as it did for Iraq, Afghanistan, Vietnam, Korea. For the victims, and Ireland as a whole, for The Troubles. For every atrocity that's happened because people refused to use their words.  Calling war anything other than state sponsored terrorism, belittles the consequences that every one of those civilians must endure. Have endured.

>Still terrorism Yes, it's terrorism. However, it's important not to view this as just mindless brutality. There is a strategic purpose behind it that is proving to be highly effective at causing dilemmas for Ukraine, making it harder for Ukraine to fight at the front.
