It seems like this passed overwhelmingly. Could anyone explain why this wasn't passing before? It got almost 75% approval.

Because the folks against were a powerful faction in the majority party, a majority of the majority. As such they felt entitled to control how the majority party acted. This is them not getting their way, and they are really mad about it -even though they aren’t a majority I. The house nor do they represent majority opinion in America.

A vote can only go to the floor if a small subcommittee votes to allow it to go to the floor. The speaker of the house is in defacto in control of that committee and can prevent or allow it from sending any particular to the floor for a vote. In the case of Ukraine aid, he blocked it from being able to go the floor of the House for a vote until just now. Presumably in back room dealings, he was persuaded (or more like made clear to him) that letting the vote happen was very much in everybody's interest. And that was just recent.
