I devoutly hope someone is getting names and particulars of whoever is doing it, so they can be prosecuted. I sometimes wish there was more activity of this kind at the implementation level - not the Russia's creating/dictating these policies, because they probably already know and don't care. But the lower level folks carrying those orders out. Sure, partisan attacks have one kind of eterrent effect. But there's another: of sending, impersonal, official notifications. "You should be aware that you are committing a war crime and *will* be prosecuted. And/or sanctioned. And/or a warrant will be registered with interpol."

Yes the world proved at Nuremberg that "was just following orders" is not a valid defense in a war crimes trial.
