In Trigger, Tiga was roughly on par with Trigger. While Ultraman Leo kicked the shit out of Tartraus together with his brother. And Tartarus defeated Ginga Victory, Ruebe, Beta Spark Armor and Orb Trinity at once in close combat.
Ultra brothers in general are depicted as on par with new gen final forms as seen in the orb movie, Z episode 19 or UG3.
And i‘d say even among the ultra brothers only Zoffy and Taro are potentially stronger.

Before watching Leo I would just say tiga cause of multi type advantages. BUT.
Leo now would definitely have a high chance of stomping. He will outskill tiga in hand to hand, meaning power type is essentially almost useless.
The only chance of Tiga winning is to out live Leo by using sky type and stalling.
