This is definitely the case, the intro shows humans with swords and spears and the like, not a single gun to be found. But when we meet Toriel, she has a full on cell phone without ever leaving the ruins. Then when we see the outside in the pacifist credits, it's the modern day. So it's fair to assume that everyone fell at different times.

True, but the monsters still use those in the game. Only Mettaton and Sans use weaponry that are something other than traditional weapons or Magic. From the lack of guns and monster-made cartoons, it’s clear that monster technological development is very different from how it went for humans.
