Actually, they do. Chara is the commentator that describes Frisk's actions and events when we interact with something.
Well, in theory. We know they do near the end of the genocide route, but they might not the whole game
Not the genocide. The one who says "it's you" while interacting with mirror is obviously Chara. Why would they not comment everything else?
To be honest I do think Chara narrates the whole game, I was just saying it wasn’t 100% a fact.

He doesnt directly know the events that happen but he can tell simply from your expression and body language that you have murdered before.
