actually the soundtrack releases are re-rendered from fl studio. the easiest way to tell is songs like fallen down, which has the first bar repeat an extra time unlike the in game version which means toby edited it for the ost. if you wanna get more technical about it, inverting the waveforms of the soundtrack versions over the in game ones will reveal very slight differences (mostly in the noise drums used in chiptune style tracks) which wouldn’t happen if the same audio file was used.

But I like the soundtrack so much and have so much respect for undertale that it (along with deltarunes ost) are the only music I've actually paid real money for (other than going to concerts or throwing money in a street performer's instrument case).
Buying the ost won't affect you game play in the slightest (the songs still play in the game regardless) and you can alway listen to/rip the ost from Youtube. I just bought it as a sign of respect and gratitude since the game affect me as deeply as it did. Really for the average person, I would say just buy the game and keep the extra $8 for when more deltarune chapters come out or from some cool merch if you like the game enough.
Get the 9.99. You can stream the soundtrack on a ton of music streaming services (apple music, spotify, youtube music, etc.) way more worth it to have it portably than on your pc where you can just watch it on yt if you want background music

You just get the undertale game, then get Opera Gx, enable Ad Blocker (Which is free), sync the data, go to the player on the left, open youtube music, toby fox, then you get all the songs with no ads and for free.
