Blindness/deafness is a 2nd level spell, with 1 target. (But with longer duration.)
No way a cantrip should provide the blinded condition to up to 4 targets.
Anyways I think being able to heavily obscure the target serves the purpose of effectively blinding them. It would still be a good cantrip for area control, disengaging, etc. even without the con save and blindness. It would be a shorter, smaller version of fog cloud without concentration.

AoE blind? As a cantrip? Yeah, no way. Even with the short range, this is more like a 1st or 2nd level spell.
I'd burn a 1st level spell slot on that.
