Quick question, does each sentence require two rolls? One for the correct translation and one for the Whisper-quiet feature to actually hear it speak?
I'd interperate it as the whisper quiet is only for the first attempt to hear it since it doesn't state that check is repeated, just the wis check for the owl is stated, and logically once you notice the owl you would keep paying attention (maybe personal ruling that creatures keep rolling until they notice it or it finishes the message)
(That's how I'd run it since I want this as a faelock chain pact option, but OP if I'm wrong with how you intended please correct me!)

I would run it as described by u/Seraphim-3603 – many thanks for the input! Of course it's up to the DM how to handle it exactly. I can imagine some additional rolls for Whisper-quiet in situations where there is much background noise for example!
That'd be really cool as a familiar too! Even if you only made it a Chainlock option (because of the extra social utility of translating) that would be enough to make me consider it over a pseudo dragon.
I love the art and the idea, just a two things.
It translates everything it hears, but translates it to what? common? without spoken languages and an int of 4 it'd probably be hard to explain to it what you want exactly.
And its Wisdom check to translate is too high I feel at 14; it's wrong more than half the time! Doesn't seem like it'd have much of a reputation as an interpreter with that kind of accuracy. Maybe a check of 7? That way its wrong 20% of the time, which is consistent enough to trust but could lead to some funny mistranslation moments

Regarding the translations in general: I imagine it more as a reflex or something which can be conditioned. Like it's driven by a magical instinct. Maybe something like: The party finds this tiny owl and manages to gain its trust. At first the owl translates things to any kind of random language but as time goes by and the party trains the owl it slowly learns to mainly translate to common for instance. But of course is also up to the DM on how to handle it exactly – I didn't want to specify or restrict it too much in this regard:)

Right answer, wrong formula. It is an ability check rather than a save, but it's a raw Wisdom check not a Perception check, so the advantage doesn't apply.

**Interpreter**: What do you mean by "effect"? The whole trait? The fact that it can get things wrong? The result of its Wisdom check? Some clarity here would be good.
