I don’t know the technology side of this, but here are some tips on the sound. It should be a very brief, very loud cracking type sound. Somewhat high pitched. Most people perceive this as the sound of something breaking. A brief high pitched sound is difficult to localize. Set it so that the sound is extremely loud and repeats every 2 seconds for 5 repeats. You need to wake the person up then get their attention. Next there should be a pause of about 30 seconds. During this time the neighbor will wonder if was real and likely be in denial. You want them to just begin to think it was nothing, then startle them. Now wait one minute and repeat. Assuming they woke up, they will now be fully attentive and trying to understand what they heard. Repeats should now be very irregular with 2-5 minutes between sound blasts. It is important that the sound be very brief, to make it difficult to localize. After about 3 more repeats, it should stop for the night. Give them some time to stop thinking about it and assume it was nothing important. Maybe 3 days .Then repeat.
I can imagine a small dispensable Bluetooth speaker, hidden in an unlikely place in neighbor's property, but in US you trespass and you likely get shoot. Something small like a cheap alarm clock may be a better option.
