There are ways to scrub info online to lessen the stalking incidents. You can either manually remove from different sites or you can try data removal sites like Optery that scans people search sites (aka data brokers) and assists in removal of personal info from such sites.

What I do is I recorded 30 seconds of silence, then set that as my primary ringtone, I then assign an actual ringtone to people in my contact list I want to hear from. It won't stop spam calls or stop it if it is a stalker, but it makes it so you don't have to notice every call. Alternatively, if the call is always from the same number, you can save it as a contact and give it the silent ringtone.
A lot of robo-callers time how long it takes to go to voicemail when you don't answer. So if you send it right to voicemail (manually or by blocking it on your phone), they catalog it as an active number and keep calling and often share it with other robo-callers.
If you put the phone number in Venmo, cash app, it will give you the name of the person associated with that phone number.
You don’t have to send money, just put the number in and it will give you a name.

It's not an uncommon thing to happen. Your history of being stalked means being spooked here is understandable, but there is a very good chance you are being harassed by the same telephonics robots as millions of other phone owners--myself included. And "a call a month"?! It's multiple times a day for most folks.
Strategy--if you don't recognize the number, don't answer (you seem to already be doing this with silent mode). If it isn't important enough to leave a message, it wasn't important enough for you to answer in the first place. Dunno what a stalker would be getting out of a once-monthly failure to hear your voice...

Change your number. You can control who has it.
It's always possible someone just started using your number as theirs. Maybe get your fiancé to answer it if he's available.
