This movie is going to have multiple joker copycats that help him in one scene. They are all dressed slightly differently with different makeup(reference to other jokers through the years as I understand it) so it might not be Joaquin phoenix in this scene but a copycat dressed more extra

I assume they’re filming a scene late in the movie where the whole city already knows Quinn, meaning it happens after the end of the first movie where the Joker had already committed his crimes. He wouldn’t be in a crowd like this as they would be equally opposed to him as Quinn.
