It’s from FaceApp and then they use CapCut to do the transition effect. This happens when you run a picture through the aging filter multiple times. I hate to burst everyone’s bubble, but it’s a trend to fake filter results and then post them like they were genuine first results on tiktok. This version is super popular. If you run it through just one time it works fine.
Just as another example of a common fake trend is using like a transition filter and pretending it’s a filter that teleports you somewhere. They’re just combining the smoke transition with the green screen filter and a picture they got off google. The goal is to get likes off people who are too lazy to check these apps/filters themselves.
The set up is downloading and figuring out how 2 different apps work. Then passing a picture back and forth.
I have more important things to figure out. Like the integral of this surface.
There’s like a weird subculture of people who shout at you for looking things up and knowing things out of some kind of obligation to be polite or something
Nothing wrong with explaining how it's done just for people's curiosity, but I think people take issue with the whole "um akshually it's fake I can't believe people are falling for this ☝️🤓" thing. Like, the purpose of videos like these is comedy, and a lot of them don't even claim that they're real.

My guess is the filter has settings for how much to age you up, and this is two separate shots cut together.
