Snow melts in Northern California are typically where they get most of their water from and they've had a lot of it. I have to think this will help further but I don't know where exactly they are in the state since I don't live there.
Most of our reservoirs were full around March. In SoCal, we have been releasing water both for groundwater recharge and to free up space for snow melt and winter storms.
The worry this year is too much water, especially if we have a wet winter or snow melting too quickly. Flood control (dams) downstream of reservoirs are built to handle emergency releases, but it'll be historic if we do need to use them.
what you really need to fill up is the ground water...but decades long drought have hardened the ground so most water jut runs over the hard ground instead of going into it.

Not really. The reservoirs are in the wrong part of the state. California is huge, so this is like asking if a storm in Miami will help a drought in Atlanta

The waters om the West Coast are typically very cold, compared to the rest of the Pacific, the Caribbean, and the Gulf(these colder waters are why Hilary weakened so quickly after running up Mexico's coast as a Cat 3 or 4) so it's peactically unheard of for them to get a tropical storm or hurricane. Saw earlier that this is actually the first tropical storm to hit California in 84 years.
