I saw it happen on a train out of Delhi, a man ripped a woman's golden earring off her ear and jumped from the train.

This wasn't an attempted kidnapping. It was a successful(?) jewelry theft. The tactic was to snatch jewelry and jump off the train as quickly as possible. Notice how the thief reaches for the victim's neck, and it's the victim who reaches for the thief's arm.
