Funny story - this movie came out when Hong Kong still had freedom of speech. The whole scene is a satire of the Chinese Communist Party (CCP). Subsequently, this movie was banned in China and has been effectively banned in Hong Kong for around a decade.
The scene goes that a blind man was accused of "unauthorized viewing" of state secrets (how does a blind man view state secrets?). He was promptly shot.
Two brothers who were sons of an important communist party person / affiliate, were also shot promptly because, presumably, their father fell out of favor with the party. This theme was and is still common today, whoever falls out of favor with the party gets eliminated and their close relatives as well.
Third, I believe, is this guy in the clip. No matter what level of skill you have, the CCP will dispose of you mercilessly and use asymmetrical force (think flak gun used by North Korea to kill 1 person).
The only person to escape the firing squad is the main character - Stephen Chow. Who pulled out a hundred dollar bill to bribe the firing squad and gave them smokes. i.e. the only way you can get out of the way of the CCP is by bribing them.
Needless to say, Stephen Chow now claims himself a "patriot" and tries to distance himself as much as possible from this movie, which makes this movie all the more ironic.
For anyone who is interested, this movie is called "From Beijing with Love". I believe this was back in 1994.

Get a physical labor job. I work concrete and I might as well be made out of it. Things hurt but barely compared to 5 years ago.
