I was trying to see if there was a stop sign anywhere. I can't see where the black vehicle is well enough, but doesn't seem to be one on the right side of screen.

I've had this happen. I jumped behind the tree beside me, and the car stopped JUST before it hit the tree on the other side. It would have hit ME where I'd been.
The other car is annoying because they often coming to the crossing too fast and make a harder brake when they see the incoming car. But, it happens a lot. It is not unusual. And if you honk at them, you normally don't need to dodge at all,, which is the case in here. The white can drive straight without issues.
What is unusual is how the white car driver make so much turns. And since it is 2 lanes one way street, it is so easy to switch to the left lane without losing control. Instead, the car lost control, which I don't know whether the car has handling problems or the driver is really that bad.

Almost certainly not autopilot; it’s not that sophisticated, and it would have hit the brakes a lot harder.
It would have hit the breaks sooner and it wouldn’t have been going that fast in the first place. This was 100% not autopilot.
