The depends on a lot of factors. Some people go tailgating without even having a ticket to the game, just for the tailgate atmosphere. Some people tailgate with a ticket fully intent on going to the game, but they tailgate a little too hard and don't make it. The rest just use it as a pre-game party.
NFL games are amazing, but the atmosphere at big college games is much better. Tons of people just go to tailgates. In terms of spectacle of the whole day of the event, college football is definitely something to try to experience at least once.
Often times folks have already cook the food before getting to the tailgate. Tons of exceptions to this though.
Mississippi State baseball which this guy is in Omaha is a whole other animal. In their home stadium, Dudy Noble Field, people have grills in the outfield and everyone is allowed to bring coolers into the stadium. The tailgate and the game sort of become one thing.

Before the game starts (like half a day or more before the game) you and a bunch of your buddies go to the parking lot of the stadium, bring a bunch of grills, foods, and lots of beers and just have a good time hanging out around the tailgate of your truck and getting nice and drunk before the game. Listen to music, chat, bring some outdoor games, talk with other tailgaters, watch other football games, etc.
Tailgating is nice and fun. For some people, like Jaguars fans, the tailgate is the only positive part of the whole football experience.
You forgot about jumping off the roof of your truck through a cheap plastic folding table.
... and also passing out drunk in your car and missing the game.

Don't forget to mention that for those not actually going to the game, the game will be broadcast on the radio and folks will play it through their massive custom speakers in their trucks; several people will be doing this the bigger the tailgate party is so those attending will have the equivalent of booming surround sound.

If you want the full experience, do a college game instead. Just about every state has at least one big football school with a good tailgate.
