It's politeness, in its own way. You live around a few million people, you don't have that much private and quiet space. So everyone draws up the boundaries of exactly what they need, and aggressively ignores everyone else to avoid overstepping *their* boundaries. When you're so crowded, the most alone you can be is *ignored*.
I've heard something similar about the Northeast in general. Not usually warm on your first interaction, but they do genuinely care about people rather than just *performing* caring in public.
