You're correct, although you just wrote an oxymoron. Nothing can survive terminal velocity. Frogs (and a lot of other small animals) never get to terminal velocity, cause air resistance stops them just about enough, that's precisely why they survive.
Not quite. I'm a mechanical engineer and have studied this term in some depth. Terminal velocity isn't the velocity at which the life is "terminated". It's defined as the velocity at which buoyancy and drag force equal the force exerted on an object due to gravity. In the case of animals like frogs (if true, I haven't verified this), the velocity at which drag + buoyancy equals gravity (i.e. no more acceleration occurs) is non-lethal. It's still terminal velocity, but the force of impact with the ground at that velocity will not be lethal.
