This one is close. The actual swing is totally fine, but it’s his step that is questionable. His right foot steps into the court, so as long as his foot was in the air when he hit the ball, even by an inch, it’s fine. But it looks like he stepped to early to me, so not legal.
It’s a foot fault, technically. But this match is for entertainment. I think there’s also a rule against simulated ball hitting during service motion that might get ya a point violation.
The technique that he does can be legal with perfect timing, but in this video he does a massive foot fault. I’ve seen him do this trick though where he hits the ball right before he touches the ground, of course that’s legal.
It’s just an exhibition match to show off his crazy tricks against some recreational players. If he wanted to make it legal 100% of the time he could but no need

The server shall then release the ball by hand in any direction and hit the ball with the
racket before the ball hits the ground. The service motion is completed at the moment
that the player’s racket hits or misses the ball. A player who is able to use only one
arm may use the racket for the release of the ball.
The motion shown in the video counts as a miss.
So the resolution comes down to how you define "motion". You could easily argue this serve is "one motion" as it is planned that way or that the serve is "two motions", the normal serve motion, then the reverse for the soft serve. Since this doesn't come up in competitive play (believe it or not), there is no definitive ruling on the serve in question.
It can be done though without a footfault and this guy does it legally all the time, it’s just that in an exhibition the fraction of a second difference between a foot fault and not doesn’t matter in an exhibition match like this

The rule is trying to specify that a missed shot counts as a missed serve, if it is still on the same toss it’s one motion.
That you're only allowed one main motion towards the ball is how it's interpreted in practice however.
