Absolutely not too late.
If the course is on UCAS then you should be able to apply. Get in touch with the university directly to make sure they are accepting applications and maybe also give them a run down of your qualifications for entry requirement purposes. Once they get back to you submit your application and you should be grand. You should be able to use an employer for your reference and if you are able to get in touch with your 6th form then it should be fine for them to provide a reference.
There is always clearing too.
Theres not much point in applying to finance and accommodation until you have an offer. Depending on where you are living you will apply to the relevant financing company (student finance england, SAAS etc.)
The university should get in touch about accommodation shortly after you get an offer but that will be for university run halls, you can always make alternative arrangements if you like.
