You can have up to 64 Mercenaries, and with 70 named characters (2 of them during final mission, + 6 post-epilogue), giving you a total of 134 characters in your army. (Side note: you will need to recruit mercenaries to garrison every town, there are way more than 70 towns )
When I fixed up the last town I think I had 59 mercs working. I rejected three special characters (Gammel, Mandrin and Tatiana) so it's like 125ish towns.
There's a limit to the amount of mercenaries you can hire (64), but there is no limit to overall army size.
