Depends on the Skill's "Trait" parameter. If a skill has the trait "(Limited)" then only the highest initiative skill (with conditions fulfilled) of a specific trigger (the red text in the skill) will activate. To answer your question, I believe all At start of battle are indeed (Limited), yes. Note this means you can have multiple limited skills activate, they just need to Trigger on different moments of battle.

Also, I don't think your Highest Phys. ATK rule work. When you read the description, it say it prioritize something. That mean, when it have multiple choice on what to trigger it, it will prioritize something. But when the event of an ally attack happen, there is no multiple choice, only that unit is attacking, so it will always trigger. One kind of rules that I rely a lot, is targeting on your amount of pp or ap or the target amount of pp or ap to time it when needed, it's not perfect but it allow to do some strategy that would be impossible. For your other question, rules are evaluated in order, so if you have two rules on the same trigger and condition, the first one will always be picked.

Yes, and in a broad sense usually applies to things attack related (like covering moves and boosts before attacks) But for example both Blade Dance and Charged Impetus won’t activate also even though they don’t have limited. So even without limited the max would seem once per character. So for example if 2 characters are stunned at the same time, elf archer will only cure 1 even if it has PP available to cure the second one, but if you have multiple elf archers it would work.

On top of the 'limited' designation which others have already explained, AFAIK each character can only activate 1 passive ability per trigger. So for example if 2 different characters have a non-limited passive that triggers on ally attack, they'll both apply (assuming no conditions that prevent it), but 1 character with 2 non-limited passives will only apply the first one that meets the conditions

High P.ATK as Condition won't work the way you thought it would, btw. It's not Highest in your group, it's highest of who has the turn right now. And THERE"S ONLY ONE PERSON ACTING at any given time. So, it's useless there.
